Portable Toilets on Skid Row

In response to your article about portable toilets on Skid Row, Nov. 21:
Pat Howard, director of the Department of Public Works, Bureau of Street Maintenance, called chemical toilets “obstructions of the public walkway.”
This is another sad example of a city bureaucrat who has lost touch with reality. When was the last time Howard walked the streets of Skid Row?
