The Seattle Seahawks, who play the Raiders at the Coliseum on Sunday, activated quarterback Kelly Stouffer and he might start.
Stouffer, after starting the first five games, dislocated his left shoulder against San Diego on Oct. 4 in San Diego. Third-string quarterback Stan Gelbaugh has started the last three games. The Seahawks (1-8) have lost six games in a row.
