Gov. Pete Wilson and the Legislature have broken the record for tardiness in coming up with a state budget. This chart shows how many days the state budget has been early or late in the past 15 years. The budget is considered late when it is not approved by the Legislature and signed by the governor by July 1. 1977: On time 1978: 6 days late 1979: 13 days late 1980: 16 days late 1981: 2 days early 1982: On time 1983: 21 days late 1984: 3 days early 1985: 2 days early 1986: 5 days early 1987: 7 days late 1988: 8 days late 1989: 7 days late 1990: 31 days late 1991: 16 days late 1992: 31+ days late
