Election Suggestions

It is very depressing to hear voters say, “I didn’t vote for a President because I didn’t think any of the candidates were qualified.” I voted for the lesser of two evils.
Why can’t there be on the ballot a section that says, “None of the above,” and if there is a majority of this, the whole process of nominating candidates would begin again, eliminating the candidates who were currently running.
It would be very time consuming and costly, but I have discussed this idea with many voters and many like the idea.
It is everyone’s duty and obligation to vote, so why not vote for someone you really want? It’s been a long time since I’ve voted for someone I’ve really wanted.
