Shopping Mall Pros and Cons

The proposed office complex at Topanga Canyon and Ventura boulevards may generate less traffic than the shopping center that is there now, but the shopping center is a valuable asset to the neighborhood, and an impersonal office complex won’t be. The shopping center has a drugstore, a bookstore, a bank, a record store and a pet shop--all which local people use.
Will there be any effort to ensure that the office complex provides ground-floor space at a reasonable rate for these businesses and free parking for their customers?
We don’t want another anonymous downtown Los Angeles in Woodland Hills.
