* William T. O’Neil of La Canada Flintridge recently was appointed the Foothill Municipal Water District’s representative on the Metropolitan Water District board of directors. O’Neil, a retired engineer, was a member of the La Crescenta Valley County Water District Board from 1956 to 1991. He will fill a vacancy caused in November by the death of Brooks T. Morris.
* Norman Miller of Glendale recently earned the title of fraternal insurance counselor from Aid Assn. for Lutherans.
