Parting Shots: A taped address in which John E. Frohnmayer, departing chairman of the National Endowment for the Arts, blasts presidential candidate Patrick J. Buchanan can be heard at 1 p.m. today on KCRW (89.9 FM). The speech, described as “unusually tough and emotional,” was given Monday at the National Press Club in Washington. Buchanan brought pressure on Frohnmayer last month when he said he would make a campaign issue of President Bush’s support for the arts endowment. Frohnmayer, who then resigned, also roasts other critics of arts endowments in his talk.
