Organizers of the third Blockbuster Bowl, scheduled Dec. 31, predict strong teams despite a major bowl alliance that locks up most conference champions. Officials said the game would be able to choose from among Florida State, Clemson, Georgia Tech, Virginia, Syracuse, Pittsburgh, West Virginia, Penn State and other perennially strong schools.
