LAKE FOREST : Council Fills Out Planning Panel

The City Council has completed the makeup of this new city’s first Planning Commission.
The five-member board will be officially sworn in by the council on Feb. 18 and will be meeting on the second and fourth Wednesdays of each month.
Those named to the commission include David Belmer, a project manager for the city of Garden Grove who deals with redevelopment issues. Belmer, who was appointed by Councilwoman Ann Van Haun, has master’s degrees in public administration and criminal justice administration.
Richard Goacher was appointed by Councilwoman Marcia Rudolph. A former member of the Saddleback Area Coordinating Council, Goacher is an engineer who has worked in the community development department for the city of Irvine.
Named to the commission by Councilman Richard T. Dixon, Richard Newland is with the law firm of Hickey & Newland in Laguna Hills.
Other appointees are: Peter Burrows, an independent contractor based in Lake Forest, who was appointed by Wilson; and Tim Hughes, a real estate appraiser, who was named to the commission by Councilman Tim Link.
