Phillips Wants to Manage American Ecology: Harry J. Phillips Jr., the Houston investor who recently bought effective control of American Ecology Corp., says he now wants to actively manage the Agoura Hills-based operator of hazardous-waste dumps. Phillips, in a filing with the SEC, said he would like to be American Ecology’s chairman and chief executive, supplanting current Chairman William E. Prachar. Phillips said he’s negotiating his proposal with American Ecology but warned that if the talks fail, he might take other steps to oust senior management.
