HOMELESS REBATE: Even in tough budget times, county supervisors can loosen purse strings when the cause seems worthy. On Tuesday, they agreed to refund $1,400 to HomeAid, a nonprofit venture of the Building Industry Assn. . . . HomeAid had been required to pay that fee in order to get into Featherly Regional Park to film the homeless last week. The video will be used to solicit grants and publicize the plight of Orange County homeless. Said a HomeAid official: “We are so far behind the times. Everybody uses video when they go out to get grants.”
