World IN BRIEF : SOVIET UNION : Gorbachev and 7 OK Union Treaty

President Mikhail S. Gorbachev and the leaders of seven Soviet republics agreed on the draft of a new Union Treaty and sent it to Parliament and the legislatures of all 15 republics for consideration. But only nine of the republics are expected to sign the treaty, leaving the six seeking independence--Estonia, Latvia, Lithuania, Georgia, Moldova and Armenia--in an undefined limbo. The draft document would shift substantial powers from the central government to the republics in an effort to save the federation.
