POWER PLAY: Former Villa Park Mayor Carol Kawanami could have a lock on a key member-at-large seat on the new, powerful Orange County Transportation Authority board Thursday-- if all six League of Cities delegates follow a league instruction to vote for her over rivals Dana Reed and Chapman College President Jim Doti. . . . The four county supervisors on the transportation board support Reed and are livid about the league’s instruction. . . . The new agency will control more than $500 million a year in road and transit projects and set transportation priorities.
