POWER PLAY: Former Villa Park Mayor Carol Kawanami could have a lock on a key member-at-large seat on the new, powerful Orange County Transportation Authority board Thursday-- if all six League of Cities delegates follow a league instruction to vote for her over rivals Dana Reed and Chapman College President Jim Doti. . . .
