President Bush needs a political issue for 1992. He can’t use the Willie Horton ploy this time. This time he’s going to use affirmative action and quotas, a continuing adventure in racial politics. Bush will use the red herring of “quotas” to frighten many whites whose covert or overt racism will make them feel they are being deprived of opportunities which are then given to minorities.
Our society is subtly racist. It is geared to the success of the majority and the failure of the minority. Keeping this in mind, Bush will use affirmative action and quotas as polarizing issues for the 1992 election.
