CRA to Study Renewal of Power to Seize Land

The Los Angeles City Council on Wednesday set in motion a lengthy review to determine whether to renew the Community Redevelopment Agency’s power to seize property in North Hollywood for redevelopment projects.
The agency has used the power of eminent domain to obtain properties in North Hollywood since a redevelopment program was started in the community in 1979. But the agency’s authority to use that power expired this month.
With Councilman Ernani Bernardi dissenting, the council authorized the agency to conduct a study that will assess whether the agency’s land seizure powers in North Hollywood should be renewed.
Agency officials said the study could take 18 months to complete.
The council authorized the study over objections from members of North Hollywood Concerned Citizens, who said the agency launched large redevelopment projects in the area at the expense of small businesses.
