Release of Hostages

In response to Robert E. Hunter’s “Peace Is at Hand, Winner in Doubt” and Charles Krauthammer’s “Hussein Craftily Plays One Card of His Handful” (Commentary, Dec. 7):
Both neglected a very important aspect of Saddam Hussein’s release of hostages. It will remove one of the key legal underpinnings to President Bush’s power to employ force against Iraq without express congressional authority. Hussein has thus managed to create even an additional wedge to that which already exists between the President and Congress.
The question remains: Can or will the executive and legislative branches mend their fences sufficiently so that they can avoid being manipulated by a foreign enemy?
