Law Aims to Limit Thefts of Spray Paint by Vandals

The Los Angeles City Council Friday approved an ordinance requiring stores to keep aerosol spray paint cans in display cases so graffiti vandals cannot steal them.
Council members agreed that the measure would not eliminate graffiti but that it would hinder young people from stealing the cans. The measure also applies to large-tipped marker pens.
Councilwoman Gloria Molina said that in “my communities, retailers tell me their stuff is being stolen. (Vandals) are not buying it.”
Paint industry representatives argued that the ordinance will disrupt sales and unduly burden store owners.
