Congress Clears SEC Bill: The House gave final clearance to a bill strengthening the Securities and Exchange Commission’s powers to prosecute securities fraud and to protect small investors against penny stock abuses. The bill, which now awaits President Bush’s signature, is the second major piece of legislation in the past week to expand SEC authority in the wake of blatant abuses during the takeover craze of the past decade.
