BARGAIN SHOPPING: The sales packet for Dana Point’s Headlands, one of the county’s last large beachfront properties (D1), suggests hotels, homes and businesses, but where’s the civic center site? . . . City Manager William O. Talley says vacant property is scarce in Dana Point, so he wants part of the Headlands for a city hall. Owners say it’s worth as much as $1.86 million an acre, so can the city afford it? Says Talley: “Developers should expect to make contributions to the community.”
