Cranes cleared away debris floating beside an Ohio River dam after the body of a 23rd victim of last week’s flash flood was found, officials in Hannibal, Ohio, said. The body was found near the Hannibal locks and dam among the rubble of homes and belongings destroyed by a wall of water that rushed down the Wegee and Pipe creeks more than 20 miles upstream near Shadyside on June 14, authorities said. Boards and pieces of trees accounted for most of the rubble, which floated on a surface area about the size of two city blocks. The number of people listed as missing dropped from 11 to 10 after the body was discovered and identified.
