David G. Fine, the 61-year-old president of Polygram NV, has been named to succeed Jan D. Timmer as chairman of the Netherlands-based record company. At the end of the year, Fine will relinquish his post as president and chief executive to Alain Levy, currently Polygram’s executive vice president.
