MOSCOW : Baker’s Summit Spadework

Secretary of State James A. Baker III on Wednesday begins three days of talks with Soviet Foreign Minister Eduard A. Shevardnadze in Moscow.
Baker’s meetings with his Soviet counterpart are intended to lay the groundwork for the superpower summit in Washington at the end of this month. Arms control issues are No. 1 on the agenda, but the two men will also discuss any matters that the sides may be able to resolve in Washington--an attempt to add some shine to what could be a lackluster summit.
Egyptian President Hosni Mubarak will also be in Moscow, and officials said he and Baker will confer.
