NATION : Talks on Budget Deficit Begin

WASHINGTON — President Bush and leaders of Congress began negotiations today aimed at finding a way to break a political deadlock over next year’s federal deficit.
Bush, Vice President Dan Quayle and top Administration officials were joined by congressional leaders of both parties in the White House Cabinet Room. They sat at a long table adorned with plates of pastries but answered no questions before their talks.
Earlier in the day, House Majority Leader Richard A. Gephardt of Missouri, who heads Democratic participants in the negotiations, predicted that the talks will fail if participants use them to seek political gains.
“If everybody tries to politicize this, nothing will be accomplished,” Gephardt said.
