YOUR MOVE: For years, developer Henry T. Segerstrom has sought an extension of the Orange Freeway south to the 405, along the Santa Ana River. . . . Today, in an unusual move that insiders say is designed to prod Segerstrom and others into putting up some money for the study, the county Transportation Commission is expected to offer $300,000 in matching funds to “any private interest” who would pay for environmental paper work on the highway. . . . It could become the state’s first private toll road.
