WORLD : Soviets to Show Prisoners’ Records

MOSCOW — U.S. officials, under a new agreement with the Soviet Union, will have the right to examine records of Soviet prisoners they suspect have been convicted of political charges, a senior Western diplomat said today.
The agreement is due to come into force in the next few weeks and also will give Soviet officials the right to see U.S. prison records.
“It will be possible to examine the whole record of the cases involved, with a commitment that the legal system will take another look at it,” the diplomat said. “We do not think that it will be possible to remove all doubts, but it is still a remarkable thing to be able to study the records.”
