The executive director of the Public Utilities Commission in San Francisco is resigning next month. Victor Weisser, who has headed the PUC since 1986, is leaving to become president of the California Council for Environmental and Economic Balance, a private organization on environmental issues. As PUC director, Weisser supervised more than 1,000 people for the five-member commission that regulates rates and services of the state’s privately owned energy, telephone, transportation and water companies.
