Washington said that a proposal by Salvadoran guerrillas to take part in elections under certain conditions is worth studying. Statement Department spokesman Charles Redman said that “any proposal such as this is worthy of serious and substantive consideration, which it is receiving in El Salvador.” The rebels’ main condition was that presidential elections scheduled March 19 be postponed for six months, something El Salvador’s government and its principal opposition party both reject as unconstitutional.
