The condition of former Philippine President Ferdinand E. Marcos, suffering from congestive heart failure, was upgraded to stable at a Honolulu hospital where he underwent a battery of tests, officials said. “He is resting and will remain in the hospital,” said a St. Francis Hospital spokeswoman, but she declined to provide further information about the deposed leader’s condition or what treatment he was receiving. Marcos, 71, is awaiting a decision by a judge on whether he is fit to travel to New York to face fraud charges.
