U.N. Secretary General Javier Perez de Cuellar said he has invited the foreign ministers of Iran and Iraq to resume stalled peace negotiations in Geneva next week and deal with the issues of troop withdrawal and prisoners of war. Perez de Cuellar said he expects to conduct the talks, beginning Monday, for four or five days and that a special representative will continue after he returns to New York.
