The House gave final congressional approval to a bill banning the ocean dumping of sludge or industrial wastes starting in 1992 and to aid efforts to find environmentally acceptable alternatives to the practice. The measure--worked out by House and Senate negotiators--passed on a voice vote and now goes to the White House.
