The Nation : Report Urges Cabinet-Level Drug Post

A congressionally ordered conference proposed a massive escalation in the war on narcotics that would include the establishment of a Cabinet-level drug post. In a draft report, the White House Conference for a Drug-Free America recommended also the establishment of an independent drug prevention agency, greater use of the military to combat dealers and the death sentence for drug kingpins. The report proposed that the armed services be designated as the sole agency to conduct air and sea drug surveillance but that the Coast Guard still be responsible for interdiction.
