Ethiopia and Somalia, which fought a full-scale war 11 years ago, agreed to restore diplomatic relations and discuss border disputes dating back more than a century, Ethiopia’s foreign minister, Berhanu Bayeh, said. In an agreement worked out between the East African neighbors over the weekend, the countries pledged to withdraw their forces from their common border, return prisoners of war and end all hostile propaganda. In 1977-78, a full-scale war erupted after Somalia invaded the Ogaden, a semiarid region of eastern Ethiopia populated by ethnic Somalis.
