A decision by the Huntington Beach City Council to support or oppose a controversial state Senate bill concerning development in the Bolsa Chica wetlands is expected at its Tuesday meeting. The bill, introduced by Sen. Marian Bergeson (R-Newport Beach), would establish a special district to govern the early stages of the proposed marina and housing development in the marshlands. Property owner Signal Landmark Inc. hopes to build a 1,400-slip marina and 5,700 homes in the marsh; the proposal has been hotly contested by local environmentalists.
