The Environmental Protection Agency postponed for at least a year its plans to ban pesticide use where a particular chemical might threaten an endangered species. The agency had warned last November that most of the program might be delayed, but it had hoped to put requirements in place for forest pesticides this year. However, following protests by farm groups, Congress forbade any action before Sept. 30 of this year. The EPA plan had called for pesticide container labels to list counties where an endangered species might be threatened by use of that compound.
