Investigators in Paris are examining the possibility that the shooting death of a West German Embassy employee was related to a private matter and not terrorism, an Interior Ministry spokesman said. Officials said investigators have not ruled out a political factor but are leaning toward a personal motive in the killing of Siegfried Wielspuetz, 31, who worked in the visa section of the embassy’s consulate. A note from a Kurdish liberation group was found in the dead man’s clothing, but it did not directly refer to his killing. Police sources said detectives were investigating reports the victim had accumulated heavy debts.
