Merchants in Newark’s NewPark Mall recanted on a decision barring Salvation Army bell ringers from soliciting money outside their doors. The action by mall management brought to an end a two-week dispute between outraged church groups and the owners of three East San Francisco Bay Area shopping malls. “This restores our faith in humankind,” Salvation Army Capt. Mark Brooks said, even though the victory was only partial. NewPark has not backed down from its ban against soliciting on its property, but allowed individual stores to decide whether the bell ringers could set up shop.
