James W. Smith has joined R.B. McComic Inc. in the new position of senior vice president and manager of the Orange County division. His first project will be the 125-acre planned residential community of Monarch Beach in Laguna Niguel. Before joining the San Diego-based company, Smith spent three years as president of his own land planning and management company.
