Pakistan rejected U.S. demands that it open its secret nuclear program to international inspection and reaffirmed its policy of refusing to sign the nuclear non-proliferation treaty until it is signed by New Delhi. India, which has fought three wars with Pakistan, exploded a nuclear device in 1974. State Department official Michael H. Armacost held two days of talks in Islamabad with Pakistani officials after the arrest of Pakistan-born Arshad Pervez in Philadelphia last month on charges of attempting to export material that could be used in making nuclear weapons. Armacost said he was assured that Pakistan’s nuclear program was a peaceful one.
