Panama called home its ambassador to Washington, Dominador Kaiser Bazan, to discuss a Senate resolution urging Panama to restore constitutional guarantees and end alleged human rights abuses. President Eric A. Delvalle issued a statement calling the Senate resolution an intolerable interference in Panama’s internal affairs. The resolution, approved Friday by a vote of 84 to 2, was critical of Panama’s military-controlled government and Defense Forces chief Gen. Manuel Antonio Noriega.
