The Federal Election Commission’s legal staff says former Sen. Gary Hart should not be eligible to receive federal matching funds for his aborted 1988 presidential campaign. Hart wants to use his 1988 campaign money to pay his $1.3-million debt from his unsuccessful 1984 campaign, as well as pay remaining bills from his 1988 bid. In an opinion released for the commission’s deliberation on Thursday, the FEC counsel stated Hart cannot be considered eligible because the Colorado Democrat said May 8 he was dropping out of the race.
