Kenneth L. Adelman, head of the Arms Control and Disarmament Agency, said the United States is entering a “crucial round” of nuclear arms reduction talks in Geneva and called on Congress to get behind the U.S. team “and not subvert it.” “We think this will be one of the more crucial rounds in arms control,” Adelman said. The results, he said, “will be a better nuclear arms control agreement,” because the Soviets will have to eliminate five times as many warheads on mid-range missiles as will the United States in order to reach the agreed-upon 100. An agreement also will contain better verification provisions, Adelman said.
