Unnecessary Risk, Unnecessary Noise

I appreciate this opportunity to express my views on subjects very important to me and, hopefully, to my community in general: unnecessary noise and public safety.
Briefly, I refer to landscape caretakers (and homeowners) who utilize motor-operated mowers, trimmers and blowers; also, to auto speeders I observe daily in my residential community. The first (category) generates miserable aggravation caused by the unmuffled, excessive noise. The second, obviously, results in unnecessary risk to the folks and pets in my neighborhood. These should be controlled--better, eliminated.
