Top Marine Asks for Fairness

WASHINGTON — Marine Corps Commandant Gen. P. X. Kelley accused the Soviet Union today of trying to destroy the Marines and asked the American people for fairness in judging the corps’ sex-for-secrets scandal.
In his first Pentagon news conference since taking over as commandant nearly four years ago, Kelley said he could not assure that the scandal of Marine guards giving U.S. secrets to the Soviet KGB in exchange for sexual favors was confined to the U.S. Embassy in Moscow.
