Too Many Mini-Malls

Recent remarks by Councilman Michael Woo and Mayor Tom Bradley in opposition to mini-malls is a clear case of locking the barn door after the horse has been stolen. At least in the Canoga Park-Woodland Hills area, I doubt if there are any sites left.
For example: Fallbrook Avenue from Ventura Boulevard to Roscoe had three mini-malls plus a few other commercial buildings. Now there are four more new mini-malls, one finished and one empty, plus the expansion of the Fallbrook Mall. This is plainly overkill. Will they stand empty and eventually be torn down to build gas stations? The question is now: Why were they allowed to be built in the first place?
