Europe’s two nuclear powers--France and Britain--will step up defense cooperation by making a joint study of problems facing their nuclear strike forces, French Defense Minister Andre Giraud said in Paris. Giraud’s comments underlined France’s apparent readiness for strategic cooperation in Europe after decades of keeping its strike force independent, defense experts said. But the French minister said coordinating British and French nuclear submarine patrols--seen as a key test in any move to combine the fleets--remains complicated. This is because Britain’s fleet forms part of the North Atlantic Treaty Organization military structure, which France left in 1966.
