The French Ministry for External Relations disclosed that it had ordered six Soviets to leave, not three as previously announced, in an action that led to Moscow’s retaliatory ouster of six French citizens. It did not explain why it did not originally announce all six expulsions, ordered over alleged spying on the Ariane rocket. However, there was speculation that Paris was trying to minimize diplomatic tensions in the month before French Premier Jacques Chirac is scheduled to visit Moscow.
