A Waterbury, Conn., radio talk show host says he had a frequent caller arrested because “4 1/2 years of constant Jew-baiting” had taken a toll on his mental well-being and on-air performance. Jay Clark, host of the weekday “Talk of the Town” call-in program on WATR-AM was the only person to testify Wednesday as the state opened its harassment case against caller Thomas Speers, 44. Clark, who is Jewish, said he received anti-black, anti-Jewish and anti-Israel telephone calls from Speers since August, 1982. Speers said that he was not harassing Clark but exercising his constitutional right to free speech. Connecticut law prohibits using the mail or telephone with intent to harass, annoy or alarm.
