A San Francisco police officer indicted by a federal grand jury on three counts of conspiracy to steal military explosives for resale was ordered held without bail. U.S. Magistrate Joan Brennan said Alejandro Serrano, 31, would pose a danger to the community if released and that there would be a serious danger he would flee the area rather than face charges that he and his cousin, Gustavo Rodriguez, a U.S. Marine stationed at Camp Pendleton near Oceanside, and another police officer conspired to steal and sell fragmentation grenades, plastic explosives and other weapons.
