Undersheriff Theodore H. Von Minden, the second-ranking administrator in the Los Angeles County Sheriff’s Department, will retire July 1 after 38 years on the force. Von Minden, 60, the senior member of the 6,600-member department, has been its No. 2 man since 1982. Sheriff Sherman Block is expected to name a successor in April.
