Three out of four tax returns are bringing refunds.

The federal refund checks will average $787. Through last week, the Internal Revenue Service certified 26.2 million refunds, up 7.5% over this time last year, totaling $20.6 billion. The IRS is 6% ahead of its 1986 rate in processing, and far ahead of the 1985 pace, when computer problems resulted in the worst filing season ever.
